The first step in becoming a member of the Klamath Basin Monitoring Program is to sign and return a membership agreement form. Membership is not mandatory for meaningful participation or meeting attendance, but it is required in order to become a voting member of KBMP. 

The Membership Agreement Form establishes a voluntary and cooperative commitment by the signatories to work together in a watershed planning process and in the implementation of projects to the extent of their authority. The Membership Agreement Form is not a contract and is not legally binding; it is instead an agreement among the signatories to work together toward common goals to the extent possible. No signatory may be forced to take any action with which it does not concur. Such voluntary action has the potential to result in improved resource management and minimize conflict between federal, state, local and tribal agencies, citizen's groups, non-profit organizations, the business community, river users, private landowners, and the general public.
